I don't know if that's the most unbiased caption.. The two striking carmen are collecting money for the strikers..one has a hat saying "I walk and do not patronize scab cars." They are in front of the Labor Temple/American International Church, which was located on the southwest corner of 14th Street and Second Avenue.
