Luckily, this is not a Bain original, but a photograph of a photographic print by someone else, the original (or a copy) of which may survive elsewhere.

A Miss Effie Loader, graduate of the University of Kansas, was a parole officer in Kansas in the 1910s, connected to the Girls' Industrial School at Beloit. That might explain her star-shaped badge in this portrait. In the 1930s she shows up as Superintendent of the State Orphans' Home in Atchison. I 'dunno if there's any real difference between running a reform school and trying to keep order in a state legislature. Maybe the hooligans are older in one than in the other.

Mary Harriman Rumsey resp. Mrs. Charles Cary Rumsey (November 17, 1881 – December 18, 1934)
She was the founder of The Junior League for the Promotion of Settlement Movements, later known as the Junior League of the City of New York of the Association of Junior Leagues International Inc.. And she was the daughter of railroad magnate E.H. Harriman and sister to W. Averell Harriman, former New York State Governor and United States Diplomat.

Hughes is that of the women of New York, who have raised a large fund and are carrying on active work to assist his campaign. A leading member of the organization is Mrs. Charles Cary Rumsey, a daughter of the late E. H. Harriman. As Mary Harriman she was well-known socially in New York.
