Great photo - Wrong caption. The buildings in background do not match Veracruz ca. 1914. USS Chester attacked Naval academy early morning (8-9 am) on 22 April 1914. One of the men seems to be looking for planes. There were no planes flying over Veracruz on that date.

The Seattle was originally the Washington, hence the cross out I've got vertigo looking at how close he is to the edge!

Despite the annotation on the card, this is semaphore flag signaling. Wig-Wag flag signaling uses a single flag. Both were practiced in this era.
