    Peter D. Tillman The photographs were taken both before and after the blackout occurred. Mr. Richie was in the process of taking this series of photographs when the blackout happened about halfway through the photoshoot.

    This is Carol M. Highsmith. The Neptune Fountain is beautiful in the spring time when the water is turned on the the ducks come for a swim. This fountain is in front of the Thomas Jefferson Building. You can see I took this image in the spring because of the blooming Cherry tree in the distance in front of the Supreme Court.
