Ollie James was a Representative for Kentucky. Later, and at the time this photograph was taken, a U. S. Senator for Kentucky. Notably, he was Chairman of the Democratic National Convention in 1912 and 1916. In 1912, the convention was held in Baltimore Maryland from June 25 to July 2 at the Fifth Regiment Armory. This photograph was taken outside the Armory. (See comparison photograph here: en.wikipedia.org/wiki/File:Entrance_to_1912_DNC_held_at_t... ) Mr. Justus Goebel (note spelling) from Covington, Kentucky was a Democrat Delegate to the Democratic National Convention in 1912 according to - politicalgraveyard.com/bio/godfroy-goetz.html and page 103 of the Official report of the proceedings of the Democratic national convention, held in Baltimore, Maryland, June 25, 26, 27, 28, 29 and July 1 and 2, 1912, resulting in the nomination of Hon. Woodrow Wilson (of New Jersey) for president and Hon. Thomas Riley Marshall (of Indiana) for vice-president (1912] which can be found online here: www.archive.org/details/officialreportof00demoiala Mr. Goebel is wearing his hat, badges and regalia as a delegate for Kentucky
