Ollie James was a Representative for Kentucky. Later, and at the time this photograph was taken, a U. S. Senator for Kentucky. Notably, he was Chairman of the Democratic National Convention in 1912 and 1916. In 1912, the convention was held in Baltimore Maryland from June 25 to July 2 at the Fifth Regiment Armory. This photograph was taken outside the Armory. (See comparison photograph here: en.wikipedia.org/wiki/File:Entrance_to_1912_DNC_held_at_t... ) Mr. Justus Goebel (note spelling) from Covington, Kentucky was a Democrat Delegate to the Democratic National Convention in 1912 according to - politicalgraveyard.com/bio/godfroy-goetz.html and page 103 of the Official report of the proceedings of the Democratic national convention, held in Baltimore, Maryland, June 25, 26, 27, 28, 29 and July 1 and 2, 1912, resulting in the nomination of Hon. Woodrow Wilson (of New Jersey) for president and Hon. I had thought that this was Kaiser Wilhelm I , grandfather of Kaiser Wilhelm II, after being crowned emperor of the newly reunified Germany in the Hall of Mirrors at Versailles in January, 1871.
I see from the estimable Miss Mertens' comment on what looks like a related picture that this is Wilhelm II, seen taking his leave of court chaplain Dr. Bernhard Rogge, who had given the main sermon during the coronation ceremony of his grandfather in 1871.

I cant agree. I find this image chilling. I remember that time, when the President could be out among people. No more. And the tragedy of JFK is all the more present in this image.
