From the car, the timing (before the first game of the World Series) and the position of Larry Doyle (seated on the running board), I'm going to say this was the award ceremony for the National League MVP (known then as the Chalmers Award, and accompanied by a Chalmers vehicle) to Larry Doyle. This matches up with other Chalmers Award photos in the Bain Collection.

Mayor Fitzgerald was nicknamed "Honey Fitz" and his daughter Rose married Joseph Kennedy to form the political dynasty. Eugene Foss gave Joe his first political job when he was Governor of Massachusetts (maybe at the bequest of Mayor Fitzgerald?)
