Some articles on the march and parade in Washington, DC they were going to memory.loc.gov/ammem/awhhtml/aw01e/aw01e.html womenshistory.about.com/library/weekly/aa010118a.htm This photo was probably taken on February 10, 1913 (the adjacent photo has that date) There are photos from the parade in DC including www.flickr.com/photos/library_of_congress/2615544645/ There was also a Pathe newsreel of this (Women descend from a double decker bus which carries a banner `Votes for women') ftvdb.bfi.org.uk/sift/title/592106

I agree that this was February 10, 1913. A New York Times article from the 11th on page 11 "Suffragists Spread Oratoray and Tracts" describes the bus ride the previous day.
