The women are holding banners representing states that already have women's suffrage in 1913--the idea of women's suffrage marching across the US, from the free and open West to the stodgy East, was a common theme in US suffrage demonstrations....

The hike to Washington started on February 12, 1913, so this photo was taken before the start. The woman with the Oregon emblem is Elisabeth Freeman IMO, compare with this photo:

She wears the same clothes (see also comments there).
