  Milton Kent was the photographer. He did a lot of work earlier for the Sydney City Council, particularly the Demolition Albums. See half way down this page - www.cityofsydney.nsw.gov.au/aboutsydney/historyandarchive... c.1930 due to the incomplete Sydney Harbour Bridge?
