Earliest date: Astor apartments, Macquarie St - completed 1923 ; Latest date: no Bank of NSW Building, Pitt St/Bridge St/Macquarie Place - built 1923-25...the space where it was built is vacant...so it's possible that the construction might be in an early stage but not visible... trove.nla.gov.au/work/189118099 - I suspect this NLA Fairfax aerial pic was taken on 9th April, 1924 when the visiting Special Service Squadron arrived in Sydney...if you zoom in you can see that the Bank of NSW Building at Macquarie Place was well under construction by this point...ditto Australia House in Carrington St...ditto the Kembla Building, in Margaret St near Wynyard...
