Looked at that, but Millicent was born in 1867, so she would have been 47 in 1914 (for her second marriage). This looks more like a woman in her early 20s, as Eileen Sutherland-Leveson-Gower would have been that year. (Millicent would have been Eileen's mother-in-law--Eileen married Millicent's son, the 5th Duke of Sutherland.)

Unless it's an older portrait than the 1914 part of the collection, which was sometimes the case with Bain portraits. By the way, there is a famous and beautiful 1904 John Singer Sargent painting of Duchess Millicent (which she sold when short of funds in the early 20's: jssgallery.org/Paintings/Millicent_Duchess_of_Sutherland.htm She and her 4 sisters were described as "all famous beauties" in her mother's obituary in 1933.

But MIllicent was certainly a beauty. www.prints-online.com/r2/tatler_cover_duchess_of_sutherla... shows her on the front page of the Tatler in 1901.
