This appears to have been taken from the corner of Blue St and Miller St in North Sydney, overlooking Lavender Bay. The church on the right is St Francis Xavier, and is still there. Approximate shooting location: maps.google.com.au/maps?f=q&hl=en&geocode=&q=...

The boy with his model boat reminds me of a similar lad in the contemporary (1890) Arthur Streeton painting "From McMahon's Point - fare one penny" - artsearch.nga.gov.au/Detail-LRG.cfm?IRN=81092&View=LRG
