    Thanks Richard Norton and swanq, we'll add their full names to the catalog record. There's a reversed date in the lower left corner of the image. It is either 1/30/27 or 7/30/27. If it's January, then this could be from either the funeral of Emperor Taisho (died Dec. 25, 1926) or the installation of Emperor Showa (Hirohito). I found a New York Herald Tribune article from Jan. 23, 1927 (p. B4) which listed Inoue and Togo amongst people at the at Showa's installation ceremony.
