This is probably February 1913. A group of women walked from Newark, NJ to join the Suffrage Pageant and Procession on March 3, 1914 before Woodrow Wilson Inauguration. See article about Craft and Jones getting angry with each other in New York Times (the NY Times made fun of the entire Pageant and Procession, so the tone is not surprising): http://query.nytimes.com/mem/archive-free/pdf?_r=1&res=9807E3D61E3AE633A25756C2A9649C946296D6CF

The Women's Suffrage Pilgrimage from New York City to Washington, D.C., was timed to arrive in the capital on March 3, 1913 -- the day before the inauguration of U. S. President Woodrow Wilson. The ladies (and gentleman supporters) managed to leverage a good dose of publicity from all the attention focused on inaugural events. Another Bain/LOC photo shows Ida Craft, a leader of the "hike" -- up close:
