  Balloon was used to lift radio antenna into the air. Could be for many different uses.

  There's a numbered white container at the center of the frame with a very odd shape. I'm not really seeing anything electrical here.

  It may be an early sort of weather balloon.

  In the DC area, is there any notable brick building with crenelations around the roof, like you can see behind the men? I almost thought it could be the Smithsonian "castle"; but from photos I could find, it didn't really match.

  Oh got it—this must be the rooftop of the United States Weather Bureau Building; and there's another balloon release in a labeled Harris & Ewing photo where the same parapet details are visible.

  I really like the detail of the woman hanging clothes to dry on the roof top! Gelocation tags are for the listed address for the tall building in the picture, El Mundo Newspaper, from Oficina Estatal de Conservación Histórica. The register says the building's address is Calle San José #54 Viejo San Juan. Since the picture shows the San Juan Bay in the background, I infer the picture was taken from another tall building in the same block, but located on Calle Cruz.

  The streamliners appear to be one of the M-10003–6 trainsets, one of the E2 locomotives, and one of the later E6 locomotives. All were joint ownership between the C&NW, the Union Pacific, and (in the case of the City of San Francisco trains) the Southern Pacific.
