    A Colonel George A. Wingate is listed as the commanding officer of the 2nd Field Artillery, Division HQ, N.Y. National Guard located at 171 Clermont Avenue in Brooklyn according to the 1915 edition of the Brooklyn Daily Eagle Almanac (on Google Books). Hicksville, NY is a village on Long Island, I think.

    This is a scene at the July, 1913 encampment of the New York State National Guard, a training session held at Hicksville, Long Island. The Bain/LOC files contain numerous photos that document this event.
