The gentleman second from the left side of the frame (and to Bud Gillies' right) is "Russian-American aviation pioneer, inventor, and influential advocate of strategic air power" Alexander de Seversky. See: en.wikipedia.org/wiki/Alexander_P._de_Seversky This photo was likely taken at the Hicksville Aviation County Club on Long Island.

The trucks look like they were made by the White Motor Company of Cleveland.

technogeo: Could you give us a little more information on why you think these trucks were made by the White Motor Company? It would be great to identify them!

The contoured shape of the radiator shell and hood suggest these are White trucks. The shape is almost identical on White steam cars, made from 1900 to 1910. (White steamers were the official cars of President Taft and his staff). The hexagonal bronze hub caps are also typical of White cars. The name "White," engraved in script, is just visible on the front wheel's hub cap in the high-res version. The White Motor Company switched production to internal combustion cars and trucks in 1910.
