I could be wrong, but I think the "exuberant dress" is actually an early motoring costume. See some of the photos here for example.

Before/during 1923? If it's the same Herbert and I think it is, Lady Goff was described in the Evening Herald of 17 April 1925 as: ... Lady Goff is the widow of Sir Herbert Goff, Bart., who died in 1923, and mother of the present baronet. She is a daughter of the Right Hon. Sir C. Stewart Scott, G.C.B. Miss Goff is her only daughter. [I know they're described as Mr. & Mrs. by A.H. Poole, rather than Lord and Lady, but another mention I found in the Irish Independent 15 March 1916 speaks of "Mrs. Herbert Goff, wife of Capt. Herbert Goff, heir to Sir William Goff, Bart." so presumably Mr. and Mrs. Goff and Lord and Lady Goff are the same people?]

Peter Denton Peter, Mr Goff was well versed in the wayward ways of motor car tyres! We have other pics of him at the wheel: catalogue.nli.ie/Search/Results?lookfor=goff+motor&ty...
