Looks like the eastern end of Campbell, up the hill off Elizabeth St, opposite where the police firing range was in the 1970s, perhaps? I worked on Campbell St but west of the railway near corner of Castlereagh St. (DMR) in the 1960s-80s.

The New York City garbage strike was put down by a massive hiring of strikebreakers, but outbursts of resistance continued until the end of November, as documented by stories in The New York Times. As far as I can tell, "Smith's Wharf" was on the western edge of Millers Point - we are looking south up Darling Harbour. The wharf was redeveloped shortly after, as in this 1903 photo of the reverse view, then known as Dalgety's Wharf - The amazing thing is that John Degotardi Jnr the photographer managed to make a routine photo of a barge clearing rubbish from a wharf into an interesting study in composition, perspectives, light and shapes. I bet he was also responsible for the photo above and these -
