    I think this is a composite photo. The scaling of the men and the trains is wrong.

    Comment from reader T. Edmonds: School boys volunteered to work for the railways during the strike and were used in low skilled jobs. Many of those in the photo appear to be of school age and the chalk on the TAM sleeping car includes references to Sydney Grammar and Shore. Sleeping cars possibly being used for accommodation.
