It looks like the description of this photo was entered incorrectly, the Sandusky Ohio Ore Docks loaded freighters (and continues to today) not unload them. Call number LC-USW36-661 clearly shows the process.

For what it's worth, the two coal loaders in the foreground have been taken down; the one in the middle, in the far background, is the "New" one (built in 1930s) and is still operating.

By the way, that's the first freighter named Algosoo in the photo. Algoma has since hung the name on a much bigger boat.
