I immediately thought these guns were casualties of the 1922 naval treaty and sure enough they were.. They were intended for battleships, and yes they are rifled. The gun fired a 2,240 lb (1,020 kg). projectile to a range of 26 miles (42 km).[4] The estimated cost of the gun and barbette was $520,000 in 1938 en.wikipedia.org/wiki/16_inch_Coast_Gun_M1919

The text at the bottom of the sign appears to be Polish. The first two lines read SPRZEDAZ SZYFKART TANIEJ JAK WSZĘDZIE. And the only legible word from the two lines below that is "olcsóbban," which is Hungarian.

Sprzedaz szyfkart, tanie jak wszedzie.....i don't know what "szyfkart" means, but it says that it is for sale cheaper than anywhere else. Also right behind the man is a sign that looks like it says "--rzeba --udzi"'...I'm wondering if maybe this means "Potrzeba ludzi", people needed? Due to the "help wanted" signs?
