Probably Tsai Yuan-pei (1868-1940) also spelled as Cai Yuanpei), "the leading liberal educator of early twentieth-century China," according to UNESCO. I had been coming to the same conclusion as to who it probably was, but didn't find a photo to support my conjecture.
