Probably Tsai Yuan-pei (1868-1940) also spelled as Cai Yuanpei), "the leading liberal educator of early twentieth-century China," according to UNESCO. He was chancellor of Beijing University, Minister of Education, and founder of the Academia Sinica. en.wikipedia.org/wiki/Cai_Yuanpei www.shaoxing.gov.cn/en/0307/10337.htm From about 1913-1917, he was living abroad, mainly in France.

I had been coming to the same conclusion as to who it probably was, but didn't find a photo to support my conjecture.
