Seems to be the 14th Earl of Dalhousie, Arthur George Maule Ramsay (1878-1928), who fought in the Boer Wars and WWI, as a captain in the Scots Guards.

I love that uniform. I can see a version on the runway of a fashion show.

It looks as though jssgallery.org/Paintings/Earl_of_Dalhousie.htm must be him too, since he acceded to the title in 1887 (apparently at the age of 9). www.clanramsay.org/history_scotland.html Indicates that his parents died within 24 hours of each other, but does not say how. @ Cassies grandma: I was stunned by the gorgeous uniform too. I had never seen those straps (or whatever they would be called) that are across the chest but deliberately not fastened. This guy is in what looks like the same uniform and someone in the thread states categorically that it's a Scots Guards uniform (or Scots Fusilier Guards -- a previous name). Sargent (1910) in blue frogged frock-coat of the Grenadier Guards (with a replica at Government House, Ottawa)" So this is Dalhousie in his Scots Guards frock coat.

Gensui Count Terauchi Masatake (寺内 正毅?), GCB (5 February 1852 – 3 November 1919), was a Japanese military officer, proconsul and politician.
