It may have been taken outside the courthouse in Ennis, with the houses of Steele's Terrace on the Gort Road in the background: www.google.ie/maps/@52.8479719,-8.9806017,3a,26.1y,341.94... We know Keogh was at a political meeting at Ennis courthouse, so perhaps this was taken on the same day: catalogue.nli.ie/Record/vtls000030981
