Max von Sandt (1861-1918) was the head of the civil administration after Germany began its occupation there in 1914 and remained until sent to Warsaw for identical duties in July, 1917, shortly before his death. de.wikipedia.org/wiki/Max_von_Sandt fr.wikipedia.org/wiki/Maximilian_von_Sandt en.wikipedia.org/wiki/General_Governorate_of_Belgium

Count Harrach (I haven't found a source for his full name and there were several Count Harrachs) appears in news accounts and memoirs as either the head of or aide to the head of the occupation government's political section.
He was quoted as being part of an uncooperative group of German officials who blocked efforts to delay the execution of English nurse Edith Cavell, accused of spying in Brussels in October, 1915. He said he only regretted that he lacked "3 or 4 old english women to shoot."

In an account by the U.S. Head of Legation to Belgium, Harrach says "The life of one German soldier seems to us much more important than that of all the old English nurses. ..." and then prevents others in the room from showing sympathy when a plea for leniency is made.

There is a memorial to her in London;
and her life inspired the naming of a mountain in Canada in her memory:

The father was: en.wikipedia.org/wiki/Archduke_Franz_Salvator_of_Austria The marriage of the Archduchess Elizabeth Franziska, daughter of the Archduke Francis Salvator, to Count George von Waldburg at Vienna to-day added another romance to the many in the records of the house of Hapsburg. Count Waldburg is a young officer who has neither property nor prospects. And I gave her her own entry: en.wikipedia.org/wiki/Archduchess_Elisabeth_Franziska_of_...
