I think that this is one of the old New Jersey National Guard Cavalry units.

I zoomed in on the larger tiff file we have in our online catalog. In the background there are signs for S. Scheuer & Sons and the Newark (unreadable) College. Scheuer's was a Newark based grocery store so I believe this photo was taken in Newark. If someone can determine the event or the date we can add that information to the catalog record.

The date on the sticker is 2/6/13, at that time the newspapers reported that the Essex troop would be President Wilson's personal escort (see e.g. The Washington times., February 06, 1913, LAST EDITION, Page 4, col. 2), the parade depicted on the photo could be much earlier. According to njbottles.com/index.php?topic=5375.0, Scheuer's location in Newark was 736 Broad Street, thats where now the National Newark Building, erected in 1931, is standing (en.wikipedia.org/wiki/National_Newark_Building). The photo is probably made from this angle: www.google.com/maps?ll=40.736169,-74.171866&spn=0.007.... The park in the background then is the Military Park. None of the buildings of 1913 visible on the photo has survived.
