According to the New York Times account, Commander C.A. Adams was given command of the Recruit by Vice Adm. Usher during the ceremonies, so "Capt. Jack Adams" might be Commander Adams. Mayor Mitchel cut off at right.
From ceremony on May 30, 1917 to officially launch the U.S.S. Recruit in Union Square. See

Commander C. A. Adams is Charles Albert Adams (1846 ? - 1929). Retired in 1908, he re-entered active service in 1917 as Navy recruiting officer at New York - www.arlingtoncemetery.net/caadams.htm - The United States flag : its history, symbolism and regulations for display, page 28 (at bottom) archive.org/stream/unitedstatesflag00dill#page/28/mode/2up - genealogytrails.com/ny/erie/bios.html - web044.westchestergov.com:2009/wcacustom/VeteranList_A_L.pdf According to the first source, the date of birth must be about 1848.

The evening world., March 06, 1918, Final Edition, Image 14 chroniclingamerica.loc.gov/lccn/sn83030193/1918-03-06/ed-... has a piece on the Women's Motor Corps and a bunch of names. chroniclingamerica.loc.gov/lccn/sn83030214/1919-02-16/ed-... describes Major Helen Russell Bastedo as head of the corps. New-York tribune., February 16, 1919, Page 3, bottom right (with photo) I believe the women to the right of Commander Adams in the Bain photo may be Helen Bastedo.
