Alton Brooks Parker (1852-1926) was temporary chairman and keynote speaker of the 1912 Democratic Party convention in Baltimore. A long-time jurist in New York, he had been the Democratic candidate for President in 1904. Wikipedia article.

That's presumably the New York Avenue Presbyterian Church, just a couple of blocks from the White House.

This was in the original New York Avenue Presbyterian Church (1313 New York Avenue, NW), which was razed in 1950 to make way for building their current building. The pew was moved into the new building.
