That's presumably the New York Avenue Presbyterian Church, just a couple of blocks from the White House.

This was in the original New York Avenue Presbyterian Church (1313 New York Avenue, NW), which was razed in 1950 to make way for building their current building. The pew was moved into the new building.

This was probably taken at same time as photos of preparations for the 1913 presidential inaugural and inaugural parade.
