Maybe the men are fishing, broomrider1970, because I'm sure that one of them has a fishing rod or stick out over the water. If the caption is correct, this is near where the Nepean water supply dam is now, on the lower Southern Highlands.

What I don't understand is how that steam boat travelled to Norton's Basin? Presumably from Penrith where the railway was. Google satellite shows several rocky rapids nearby - goo.gl/maps/NAmxg
