They are on the East side of the Capitol building, the opposite side presidents now use for inaugurations. This side faces the Library of Congress, Supreme Court and residential Capitol Hill.

There is a story, that I have seen in a number of places that says that when Lincoln approached the podium to deliver the address, a shaft of light broke through the clouds illuminating the Capitol step[s like a divine spotlight.
