Thanks for identifying Appleton and for connecting this and related photos up with the probable event. Although I haven't yet found this specific photo reproduced, I did find testimony that pictures of the proceedings were considered newsworthy in a New-York Tribune advertisement (July 23, 1915), seen via the historic American newspapers site, Chronicling America: chroniclingamerica.loc.gov/lccn/sn83030214/1915-07-23/ed-... (lower right). We'll add information when we next update the description.

Actually Col. Willard C (for Clinton) Fisk. Commander of the 7th Regiment (note "7" badge on cap) of the 27th Division (New York National Guard) Fisk enlisted in the 7th as a private in 1874 and retired as a Lt. Colonel in 1915. He was recalled in 1916 as a full colonel to command the 7th when the previous commander retired. He led the regiment (as the 107th Infantry) on the Western Front in 1918.

He saw service in the Cuban War of 1893, the SpanishAmerican War, Mexican border troubles before outbreak of the world war and spent four years in the Philippines with the late Major General Leonard Wood. He served also as special government agent In Washington D C, New York, Chicago, Milwaukee, San Francisco and Los Angeles
