Definitely Newcastle, Royal Newcastle Hospital in the centre right third of the photo. Fort Scratchley in the left centre. Nobby's would be further to the left. Royal Newcastle Hospital at a later date here flic.kr/p/9QQYhk LMDHS

Newcastle for sure (foreshore?). But when? And where was the photographer standing? Trying to get relative dates from buildings which are or are not there.
