No, these are giant political posters, featuring anti-Tammany cartoon drawings. The Tammany tiger symbol was devised by the famous Harper's Weekly cartoonist Thomas Nast, who also invented the elephant and donkey symbols of the Republican and Democratic parties. The tiger in the foreground has the word "Tammany" on a collar around its neck. The posters appear to have suffered an assault by pro-Tammany hooligans.

Eric L. Boetzel, the man in the photograph, was a former deputy Attorney General of New York state, and a former Assistant District Attorney of NYC, who had resigned that office to become assistant manager of the 1913 New York City mayoralty campaign of John Purroy Mitchel, the fusion candidate, who won election.

Looks like it was taken from about geo:lat=56.465999 geo:lon=-2.863304 Looking northeast towards Panmure Street. So according to the aerial photo on Google Maps, the buildings on the left of the road have been demolished.

neither of the above comments match this photo?. It's amazing to see how wide the street looked back then, it is so narrow nowadays.

Its nothing near Panmure Street Bruce. Its Castle Street looking north to the High Street prior to the demolition of the Trades Hall, I am developing a habit of correcting wrong descriptions.
