David Franklin Houston (1866–1940) served in the Wilson administration as Secretary of Agriculture (1913–1920) and as Secretary of the Treasury (1920–1921.) Prior to joining the Wilson cabinet, he had enjoyed a career in academia, and following his government service he entered the world of business.

The Houstons lived at 1808 New Hampshire Avenue in Washington, D.C. My mother often said she remembered the Easter Egg Hunts held on the White House lawn. After Wilson's Presidency was over, the family moved to 165 East 74th Street in New York City, where Mr. Houston served on the board of several companies, including U.S. Steel, AT&T, and several others. My mother, Helen Beall Houston, attended The Brearley School there and enrolled in Bryn Mawr about 1929 but did not graduate. She moved to California in 1952.

William Gibbs McAdoo (1863–1941) was Woodrow Wilson's first Secretary of the Treasury, serving from 1913 until 1918. In 1914 he married Wilson's daughter, Eleanor. A native of Georgia and graduate of the University of Tennessee, he had a business career in New York prior to his service in Wilson's cabinet, and after leaving the administration he eventually moved to California where he was elected to the U.S. Senate, serving a single term beginning in 1933. In February, 1914, the 52-year-old Secretary McAdoo dazzled social butterflies of Atlanta when he bounced around the dance floor in a demonstration of the tango -- the new (and scandalously tactile) craze from Argentina. Later in the year, McAdoo, a widower, married Eleanor Wilson, a daughter of President Woodrow Wilson, who was 26 years his junior. (They divorced in 1934.)

But, as we all know, that isn't Frances Noyes.

And we know that Hedwig isn't dressed as Liberty, but as Columbia. Poor Hedwig Reicher, to lose her identity on the Internets! And she got such a splendid writeup in the New York Times in 1909! And on top of that she remains in the shadow her brother, Frank Reicher, whose IMDb page is so much longer than hers.

NYT article on February 7, 1913 [http://query.nytimes.com/gst/abstract.html?res=9907EED81E3AE633A25754C0A9649C946296D6CF ] says that Florence Fleming Noyes will wear sandals as Liberty -- however cold the weather. The article reassures the public that most will wear wool and therefore not be cold! Perhaps Florence Noyes is behind and to left of Hedwig Reicher. The article also suggests that the building is the U.S. Treasury.
