The unidentified man at the left. looking like an undertaker, is William Gibbs McAdoo, Secretary of the Treasury in the administration of President Woodrow Wilson. Secretaries McAdoo and Houston formed a two-man committee charged with selecting cities in which to locate Federal Reserve Banks, under terms of the new Federal Reserve Act. Their first hearings were held in New York City (here, at the N. Y. Customs House) and in Boston. The New York hearings opened on Monday, January 5, 1914.
