There's a typo in the LOC caption, this is SMS Ostfriesland, a Helgoland-class battleship of the Imperial German Navy.
Ostfriesland would survive the war, only to be turned over to the United States as part of war reparations in April 1920. It is while in the United States that the Ostfriesland would gain its historical notoriety as a target ship, and be forever linked with air power proponent General Billy Mitchell.

The U.S.S. Onondaga was commissioned on March 24, 1864 and served with the James River flotilla until the war's end. The ship was decommissioned on June 8, 1865. Sold to France in 1867, it continued in service until 1904 when it was sold for scrap. Her armament consisted of two 15-inch Dahlgren smoothbores and two 150-pounder Parrott rifles.
