Another of the witnesses called before the Commission on Industrial Relations (Walsh Commission) for their January, 1915 hearings at New York's City Hall. William T. File was a New York City police officer. In this photo he is most likely giving testimony in one of the the murder trails (1912 and 1914) of Charles Becker, the first American police officer ever executed for murder. File is mentioned in a couple of paragraphs in this long New York Times article from July, 1912, and in a few other Times articles of the time. He is listed as the second witness for the prosecution in the 1914 retrial in this May 4, 1914, Times article.

The focus on the side profile of the witness's face in contrast to the blurred background gives importance to the subject. The police officer's body language also speaks volumes, from his hand clutched around his hat to his slumpy posture.
