As pennyrichardsca indicates with the other photo, these must be the wives of three democratic leaders: Robert Crain, who was chairman of the committee that raised the guarantee fund which landed the 1912 Democratic National Convention for Baltimore. Thomas Taggart of Indiana Norman E. Mack, New York Chairman of the Democratic National Committeeman. The date on the stamp is 6/1?/12 -- which is consistent with the date of the convention.

It's similar in style to the Great Northern Railway Station but I don't think it's the same building.

Taggart of Washington, D.C. was announced on January 16, 1921.  Mr. W. L. Taggart was a son of Hugh T. Taggart, former assistant Attorney General. She studied at the Corcoran School of Art and the Abbott School of Fine and Commercial Art in Washington, DC. A renowned artist, her paintings were displayed in Washington's National Gallery among others. [2] Mildred Hardy Taggert and her husband lived in Chevy Chase, Maryland. They were divorced in 1950.
