Mrs. Tinnin is mentioned on page 105 of "The History of Woman Suffrage" (free here at Google Books.) She is cited as the first chairman of the Equal Franchise League, founded in 1914 as The Woman Suffrage Council. There are aslo a few Internet references to her as co-author of a religious play called "One Night in Bethlehem" published in 1925. More interesting to fans of the Bain Collection, Glenna Tinnin was, according to an article in a short-lived magazine called "National Waterways" (free here from Google Books,) the "...originator and designer of the Pageant-Procession...." which took place in Washington D.C. the day before Woodrow Wilson's inauguration in 1913 (article begins on page 210.) The Suffrage Pageant is the subject of several Bain photos, as is the parade. The article mentions several other women involved in the Pageant who are also subjects of various Bain photos, including our old friends Inez Milholland, Florence Noyes, Hedwig Reicher, and Mrs. Owens and Mrs. Moore. Small photos of various Pageant participants in costume accompany the article. I suspect that many of those photos are lurking in the Bain Collection, and might appear here in the LOC photostream someday.

Mrs. Owens and Mrs' Moore were participants in the Suffrage Pageant held in Washington D.C. in 1913. The costumes they are wearing in this photo are from that event. A small photo of them in the same outfits appears in an article about the pageant, published in a 1913 issue of "National Waterways" magazine. See my comment on this page for more information about it.

This photo was also printed in The sun., February 23, 1913, FOURTH SECTION PICTORIAL MAGAZINE, Page 12 with the text: " MRS. C. T. OWENS, MRS. CARO G. MOORE, U. S. NAVY OFFICERS' WIVES, IN THEIR SUFFRAGETTE PAGEANT COSTUMES" The same photo is in The Roanoke Beacon (Plymouth, N.C.), 1913-02-21. "Washington is getting ready to entertain the great crowds that are expected there for the inauguration of Woodrow Wilson. .... The inserts are two views of leaders of the suffragists in their specially designed costumes for the women's parade. They are Mrs. C. T. Owens, wife of Lieutenant Commander Owens, U. S. N., and Mrs. Caro G. Moore, wife of Commander Moore, U. S. N.

This looks like it's another photo of German actress Hedwig Reicher dressed as Columbia, doubly misidentified by Bain as Frances F. Noyes dressed as Liberty. Edit: LOC has a photo from this event which is captioned "Liberty and Her Attendants" (link to the large .jpg version, as I'm unable to make a functional link to the photo's info page.) The woman in the dark toga must be Florence F. Noyes, though she is not identified by name on the info page. For comparison, this web page features a photo of Hedwig Reicher portraying Salome in a 1908 German production of the Oscar Wilde play.

Thanks for the information. You are correct about the misidentification of the subject. Take a look at this similar image from Bain News Service: hdl.loc.gov/loc.pnp/ppmsc.00032 . It also identifies the subject as Hedwig Reicher posing as Columbia during a suffrage pageant at the March 3, 1913 suffrage march in Washington, D.C. According to the information with this image, Florence F. Noyes may be one of the background figures in veils. We will update the source data and reload the description.
