That is the SM UC-5, a WWI era German Type UC I minelayer submarine. It ran aground and was abandoned but recovered by the Allies and displayed for propaganda purposes. en.wikipedia.org/wiki/SM_UC-5

B-59 Thanks B-59, but still has me wondering what those three things are. What a great history resource that oregonnews is! They look almost like giant straps or searchlights but I don't think it's either of those.

Galilla S The stripes are perhaps a developing failure, but they are not really explainable to me.
