This aircraft is a US Army Air Service (USAAS) Fokker D.VII, likely one of among well-over 100 of the type surrendered/given to the United States by Germany, pursuant to the 1918 Armistice. Given the "Winged 1" insignia, it belongs to the 1st Aero Squadron, which was based at Mitchel Field on Long Island from 1919 to 1940. Various online sources suggest the Fokker is being put through a loop over Long Island by distinguished aviator Lt. Eugene Hoy Barksdale (1896-1926). Unfortunately, I've yet to discover sufficient information to confirm the location and pilot.

A very similar photo ran in The sun., May 04, 1919, Section 5 Pictorial Review, Image 52 with the caption: "A scene on the deck of the U-111 at the Navy Yard. The craft is one of the captured submarines brought here to aid the Liberty Loan. Note the size of the gun which the undersea terror carries." chroniclingamerica.loc.gov/lccn/sn83030431/1919-05-04/ed-...

SM U-3 or U-III was the lead boat of the U-3 class of submarines or U-boats built for and operated by the Austro-Hungarian Navy (German: Kaiserliche und Königliche Kriegsmarine or K.u.K. Kriegsmarine) before and during the First World War. The submarine was built as part of a plan to evaluate foreign submarine designs, and was built by Germaniawerft of Kiel, Germany.
