Grafiti on road signs even ca 1940 :)

Much of the graffiti of the pre-50s were considered 'hobo markings' that would indicate such things as "where a train slows down" or "no night watchman" or "this lady will feed you" etc. I wonder if this is such a mark?

somewhere along the line someone identified this this pic. apparently this is a known artist from that area, a man that was known for his "flamboyant" dress. i dont recall his name.
