The New York City garbage strike was put down by a massive hiring of strikebreakers, but outbursts of resistance continued until the end of November, as documented by stories in The New York Times. This is probably the 1912 strike, the first ever national coal strike. The strikers were fighting for the establishment of a national minimum wage and the men in the photograph are strike-breaking scabs.
