Francis Bowes Sayre, married to Jessie Wilson, the president's daughter, in 1913.

Sayre was born in 1885, two years before his bride, Jessie Woodrow Wilson, the President's daughter. He was 28 when they were wed, on November 25, 1913. They had two sons and a daughter, all now deceased. She died in 1933; he lived on until 1972. His Wikipedia page (not yet complete) shows yet another LOC photo of him at this desk, facing the other way, but that photo has not yet been posted on Flickr: en.wikipedia.org/wiki/Francis_B._Sayre But this photo, nearly identical, has been posted:

On December 1, 1913, the bridal couple embarked on a honeymoon voyage to Europe, aboard the North German Lloyd vessel, "Vulcan," with Captain Ludwig Franck.
