Without a doubt this ship is berthing in Hoboken NJ. You can spot the Woolworth Building and NYC Municipal buildings at left. The big blob of a building can be seen even today from Hoboken - located at Christopher and Washington in Manhattan.

NYT of September 28, 1919 query.nytimes.com/gst/abstract.html?res=9E05E2DA1638EF31A... reported that Wanamaker had bought the yacht from Astor -- just in time to host the King and Queen of Belgium. The Noma was a sister ship to one Wanamaker had owned but was destroyed by fire.
