The two men labelled "Miss" represented Mississippi in Congress. Harrison served in both houses, Vardaman was a senator.

That's Mae Ella Nolan (1886-1973) of San Francisco, whose husband John Ignatius Nolan (1874-1822) was a labor leader and Congressman. After he died, she took over his seat in Congress.
