I get completely lost with old Pyrmont / Ultimo, but managed to find a constant here - the Gilbert Free Stores (built 1888) are still there at the north corner of Murray and Pyrmont Streets - a very handsome building - GoogleMapsStreet View goo.gl/maps/7Yk8i . Now a boutique hotel called '1888' www.1888hotel.com.au/ . The 1888 Gilberts warehouse was behind the photographer here -

But I cannot get the outline of the old Goldsbrough Mort warehouse (see left of frame in front of the Badgery one) to correspond with the 1935 fire - hmmm ...
I think you are right re the long frame - another warehouse under construction near what is now the Novotel. I think the photographer was near what is now the Imax theatre on the east side of Darling Harbour, at the end of Bathurst Street - GoogleMapsStreetView - goo.gl/maps/SJg0J -

Aha! How about this - it's much earlier than I thought - c.1920. The long frame under construction we see turned into this building near Pyrmont Bridge thankfully dated 30/10/22 - investigator.records.nsw.gov.au/BOSImages/Series/0017/420... (thanks to [https://www.flickr.com/photos/51979177@N02] for the prompt). And so the extra upper three floors of the OLD Goldsborough Mort warehouse had not yet been added (that happened in 1923). Q.E.D. ?
