Hi - Thanks for all of your info! I think that what this means is that whoever wrote that notation on the back of the photo, meant that it was photographed in front of what was then (sometime after 1941...) Streeter's on Wash. St., not that that store was there in 1890 when the photograph was made. Thanks, BJ at KPL

Several of these (though not this one, I guess!) are captioned "3/3/13" corresponding to the Suffrage Parade in Washington, D.C., 3 March 1913, see, for instance, Library of Congress.

Cotinis: It looks like you are probably correct and this is another photo of the March 3, 1913 suffrage march in Washington, D.C. We will update the source data and reload the description.
